The kingdom of Saudi Arabia has a specific guideline to stream line the Saudi certificate attestation process. As per the Embassy only a certified agents will be able to complete the process of Attestation, since Saudi embassy will not accept submission from candidates directly.
We can complete the authentication/Legalization process from Saudi Embassy on almost all documents issued from India whether it is Educational or Non educational documents. Also both Educational and Non-Educational process has two different procedures.
For Educational process we have to start with University verification and respective state Authentication (HRD) followed by Ministry of External Affairs (MEA). After MEA we have to complete the Saudi culture verification (SACA) followed by Saudi Embassy attestation. Non-Educational documents the procedure start with Notary public attestation followed by Sub Divisional Magistrate (SDM), after SDM ministry of External affairs followed by Saudi Embassy attestation.
Note: Since the countries like Bangladesh, Sree Lankha and Nepal is not having Saudi Embassy in their countries, so the certificate issued from these countries can be attested in Saudi Arabia Embassy from India.

Educational certificate attestation from Saudi embassy
First and foremost, Saudi culture/Embassy attestation will not be possible for correspondence / part time / distance and open certificates. Saudi attestation is possible on Full Time / Regular Mode of certificate only.
For fresh candidates, Offer letter is mandatory for attestation from Saudi embassy. It should have the NAME, PASSPORT NUMBER, and SALARY AND PROFESSION. Profession (Designation) should be matching with field of study (Degree in attesting document)
Eg:- If the candidate holding B.com degree, his/her designation should be Accountant
Candidates who were already working in KSA, it’s mandatory to have Certificate of Employment issued from his/her current employer/institute, attested from Chamber of Commerce and the letter should contain IQAMA number and passport number, date of his joining and Designation.
